Founded a democratic association, 1873; opposed liberalism, demanded universal suffrage, 1879; member of the Reichsrat, 1885-1901, of the Lower Austrian Landtag, 1896-1902. Advocated labour protection and social legislation, but was politically isolated. Literature: ÖBL.
