Close friend to the successor to the throne Franz Ferdinand, Minister of Agriculture from October 1916, also Prime Minister from December 1916 until June 1917; strove for a compromise among the ethnic groups of the Austro-Hungarian Empire; military governor in Montenegro 1917-1918.
